You have an idea. No company yet, maybe not even a prototype, but a feeling that there is something in it. Then the question is almost always the same: where do I get the first money to find out if this works?

This page brings together the schemes you can already apply for at that stage. For almost all of them you do not need to have a company yet. 1. Funding your idea

Small amounts, little paperwork, and usually no Chamber of Commerce (KVK) registration needed. This is the money for taking the first step: running a test, buying materials, hiring an expert, or simply finding out whether your idea holds up.

Orion Startersvoucher€2,500 · student or recently graduated · grant, not a loan

The first phase of an innovation is risky, and a bank will not step in. Orion will. You submit a plan, pitch to an independent assessment committee, and they decide whether you get the voucher. The money is meant for out-of-pocket costs for research or preparatory activities for your own company, and does not need to be paid back.

Amount	€2,500 grant. 20 vouchers available per year. Orion also offers starter loans.
Who it is for	Students, PhD candidates and graduates from at most 3 years ago from Radboud University, HAN, ArtEZ or Van Hall Larenstein. Explicitly not for staff of the knowledge institutions.
Company needed	An innovative company, or a recently started innovative company with barely any revenue.
Apply via	The innovation scouts on Orion Gelderland’s funding page. For Radboud University that is Ton Korts (still listed on the Orion site as Mercator Launch), ton.korts@ru.nl. Sign-up runs through your coach and there is a fixed application format.
When	Usually two assessment moments per year, in autumn (October and November), alternating between HAN Arnhem and RU Nijmegen. A pitch training session precedes each round.

Conditions

• Student, PhD candidate, or graduated at most 3 years ago from Radboud University, HAN, ArtEZ or Van Hall Larenstein.
• Innovative company, or a recently started innovative company with barely any revenue.
• Not available for staff of the knowledge institutions.
• You submit a plan using the fixed application format and pitch it to an independent assessment committee.
• The committee assesses both the plan and the pitch, and may attach additional conditions to the award.
• The voucher is meant for out-of-pocket costs for research or preparatory activities and does not need to be paid back.
• Sign-up runs through your coach, not through an open form on the site.

The Launch Pitch Event€2,500 · Discovery or Venture Track alumni · annual pitch event

An annual pitch event for anyone who completed a Discovery Track or Venture Track at The Launch in the past year. Selected participants pitch their idea to a professional jury, get feedback, and stand a chance to win a voucher to further develop their idea.

Amount	€2,500 voucher for the winner, to further develop their idea.
Who it is for	Alumni who completed a Discovery Track or Venture Track at The Launch in the past year.
Company needed	No.
Apply via	The registration form sent to Discovery and Venture Track participants. Participation in the pitch session itself is by selection.

Conditions

• Only open to those who completed a Discovery Track or Venture Track at The Launch in the past year.
• Each participant pitches for a maximum of 5 minutes, with or without slides.
• A professional jury judges the pitches and determines the winner.
• The winner receives a €2,500 voucher to further develop their idea.
• Takes place at The Launch: Geert Grooteplein Zuid, Forum building, Nijmegen.

Philips Innovation Award, Rough Diamond League€10,000 · students · specifically for teams not yet registered with the KVK

The biggest student entrepreneurship award in the Netherlands has a separate competition for teams who have just started with their idea. Taking part offers more than a shot at the prize: you get personal feedback, coaching from people in the network, and you practise both your soft and your hard skills.

Amount	Rough Diamond League: prize worth €10,000. The Innovator League, for those further along, is worth €50,000 in cash plus help with patent registration, creative services and advice.
Who it is for	Students. The award is for students, organised by students.
Company needed	No, in fact not. The Rough Diamond League is specifically for teams not yet registered with the KVK, or only registered after the reference date of that edition.
Apply via	phia.nl. You sign up in the Idea Stage and submit a business plan using the format on the site. Participation is free.
When	Annually: business plan deadline in early December, grand finale in June of the following year.

Conditions

• Student entrepreneurship: the award is for students and recent graduates.
• Rough Diamond League: your startup is not registered with the KVK, or only after the reference date of that edition (1 October in the 2026 edition).
• Innovator League: your startup was already registered with the KVK before that reference date.
• You submit a business plan using the format on the site. Participation is free of charge.
• By submitting, you are automatically entered for the full track towards the semi-final.

IGNITE Awardup to €100,000 · social entrepreneurs · idea stage explicitly allowed

The starter award for social entrepreneurs, and one of the few competitions you can enter with just an idea, and where there is serious money to be won. If you are selected, a programme follows with a personal coach and workshops on impact strategy, marketing and sales, finance, and legal structures and governance. It is important that the social impact of your venture is people-centred.

Amount	Cash prizes of €100,000, €50,000 or €30,000, paid out in phases. Plus an intensive training and coaching programme and a professional company video.
Who it is for	Social entrepreneurs older than 17 who live in the Netherlands, with a venture based in the Netherlands that has been running for no longer than 2 years.
Company needed	Not at registration. Once prize money is paid out you will need a foundation, cooperative or private limited company (bv).
Apply via	igniteaward.nl. You fill in the registration form and upload a video pitch of max. 2 minutes (via YouTube or Vimeo) plus the CVs of the entrepreneurs.
When	Annually: registration in spring (April and May), participants announced in June, programme starts in September and the closing event is in November.

Conditions

• You live in the Netherlands, are older than 17, and your venture is based in the Netherlands.
• You have been running your venture for no longer than 2 years.
• Impact first: the plan is aimed at real social change, in an ambitious and financially sustainable way.
• The social impact must be people-centred.
• You can be in the idea stage or the starter stage.
• You submit three things: answers to the IGNITE business format, a video pitch of max. 2 minutes showing which social problem you are tackling, and the CVs of the founders.
• The video pitch must be on YouTube or Vimeo. Other platforms or separate files are not reviewed.
• Assessed on social impact, entrepreneurship, financial feasibility and scalability.
• Legal personhood is not required at registration, but it is at prize payout: foundation, cooperative or bv.

2. Money to find out if your idea can work

Bigger amounts, to explore whether your idea can work. These are all grants, so you do not have to pay them back. For some of them you do need a company. NWO funding is submitted through ISAAC, NWO’s application system: create your account at least one working day before the deadline.

Innofestup to €10,000 · anyone with a prototype · testing at festivals and living labs

Innofest lets you test your prototype in places as close to reality as possible: festivals and living labs. In a short time you get in touch with real users and receive unfiltered feedback. For some projects, funding is available via Regieorgaan SIA to prepare that test.

Amount	Grant up to €10,000 to prepare a test and further develop your prototype. Plus a test track of 7 to 10 hours, spread across multiple sessions.
Who it is for	Innovators with a prototype they want to test in a realistic environment.
Company needed	No.
Apply via	innofest.co. After selection you get an innovation scout who helps sharpen your test question and matches you to the right festival.
When	Continuous sign-up via the regular form. The rounds via Regieorgaan SIA have their own deadlines, spread across the year.

Conditions

• You have a prototype you want to test in a realistic environment.
• Test locations are festivals, sporting events and living labs.
• You are selected in consultation with the festival, after which you follow workshops based on the Innofest methodology to shape your test.
• Via Regieorgaan SIA, up to €10,000 is available for preparation, for example building or further developing the prototype.
• Selected applications get a test track of 7 to 10 hours, plus support from a producer and a communications team.

NWO Take-off phase 1, feasibility studiesmax. €60,000 · academic starters · rolling submission

Take-off stimulates entrepreneurship from Dutch universities and NWO-recognised research institutes. With a feasibility study you investigate whether it is feasible to commercially apply an innovative research result. This can involve product, process, care or service innovation, in any scientific field.

Amount	Grant of maximum €60,000 for a period of at most half a year. A total of €5.4 million is available for 2026.
Who it is for	Researchers from Dutch universities and university medical centres, KNAW and NWO institutes, the Netherlands Cancer Institute, the Max Planck Institute for Psycholinguistics in Nijmegen, NCB Naturalis, ARCNL and the Princess Máxima Center.
Company needed	No. This is precisely the money to find out whether there is a company in it.
Apply via	ISAAC, NWO’s application system. The call page has the application form, instructions and budget form.
When	Rolling submission, with an annual closing date in December. Applications are assessed in batches of 40, and a maximum of 15 per batch are awarded.

Conditions

• Phase 1 is exclusively for academic starters from the listed knowledge institutions.
• Maximum €60,000 and at most half a year duration.
• The study investigates the feasibility of commercial application of specific innovative knowledge that originated within the institution.
• Assessed on four criteria: knowledge base and innovativeness, commercial potential, qualities of the team, and quality of the project plan.
• Qualities of the team explicitly includes whether the team has entrepreneurial and commercial skills.
• There is no longer a cluster division: one broad committee assesses all applications.

NWO Venture Challengeparticipation subsidised · teams of 3 to 4 · Life Sciences & Health

An eight to ten week programme in which you develop your idea into a solid business plan. Two three-day bootcamps, regular coaching sessions with experienced coaches, and a closing pitch to a jury of entrepreneurs and investors. The goal is to shorten time-to-market.

Amount	Selected participants receive enough subsidy to cover participation. You pay your own contribution: €2,000 for 3 team members, €2,500 for 4 team members.
Who it is for	Teams of 3 to 4 people in Life Sciences & Health or MedTech who have set up a start-up or plan to do so shortly.
Company needed	No, the plan to start one is enough.
Apply via	NWO, via ISAAC. Practical information and guidance also run through LifeSciences@Work.
When	Two rounds per year: the spring round usually opens around October, the autumn round usually closes around July.

Conditions

• Teams of 3 to 4 people who have set up a start-up or plan to do so shortly.
• Domain: Life Sciences & Health or MedTech.
• The product or service is based on a new technological finding, or a new application of existing technology, originating from scientific research.
• Own contribution per team: €2,000 for 3 team members, €2,500 for 4 team members.
• Eight to ten week track with two three-day bootcamps, coaching sessions and a closing pitch to a jury.

NWO Faculty of Impactmax. €210,000 · two-year fellowship · from research to your own company

An intensive two-year fellowship for researchers who want to create impact with their research and set up their own company. Your idea is not yet a functional product or a commercial company, but it has been validated in a lab setting (TRL 4) or with relevant stakeholders (SRL 4). As a fellow you get two years to work it out and scale it up, plus courses and lectures in entrepreneurship.

Amount	Grant of maximum €210,000 per project, 24-month duration. You claim your own salary costs for 0.8 to 1.0 fte, and material costs are capped at €15,000.
Who it is for	PhD, EngD and PD students and postdocs who complete their track before the programme’s start date. Also assistant and associate professors, lecturers and other researchers with independent research experience.
Company needed	No. At this stage there is specifically no commercial company yet.
Apply via	ISAAC. Besides the application form you submit a video of max. 3 minutes in English, plus four attachments: a budget and three letters of support.
When	One round per year, with a closing date usually at the end of May.

Conditions

• PhD, EngD and PD students and postdocs who complete their track before the start date, or researchers with a position as assistant or associate professor, lecturer or similar.
• All disciplines. The idea is validated at TRL 4 (pilot in a lab setting) or SRL 4 (validated with relevant stakeholders).
• There is no functional product, service or policy yet, and no commercial company.
• You claim your own salary costs for 0.8 to 1.0 fte, with material costs up to a maximum of €15,000.
• Mandatory attachments: budget, a video of max. 3 minutes in English, and letters of support from your supervisor, the Knowledge Transfer Office and the department director.
• Assessed on quality of the idea, societal impact and quality of the applicant, each weighted equally.
• A fee of €40,000 for the lectures and courses on entrepreneurship is paid to NWO by the research group, researcher or KTO.

NWO Impact Explorer€20,000 to €30,000 · top-up on an ongoing project · with an Impact Partner

A small top-up on an ongoing research project, to explore an unexpected opportunity for societal impact. It concerns opportunities and ideas that were not foreseen when the project plan was written, but that arose during the project.

Amount	Grant of minimum €20,000 and maximum €30,000. A total of €1 million was available in the 2025 round.
Who it is for	Researchers with an ongoing project in an Open Competition or in NWO’s or ZonMw’s talent scheme.
Company needed	No.
Apply via	ISAAC, together with at least one Impact Partner. A concise procedure applies.
When	Several fixed intake moments per year, with a main closing date usually in early February.

Conditions

• You have an ongoing project in an Open Competition or in NWO’s or ZonMw’s talent scheme.
• The application is submitted together with at least one Impact Partner.
• Amount between €20,000 and €30,000.
• Meant for unforeseen impact opportunities that arose during the project, not for activities planned in advance.
• The money is intended for validating the potential societal impact and exploring a route towards it.
• Applications are collected at fixed moments. In the 2025 round there were eight moments spread across the year.

NWO Demonstratormax. €200,000 · idea at TRL/SRL 4 · permanent or tenure-track position required

Funding to further develop knowledge from your research into a demonstration model at Minimal Viable Product level, in order to then transfer that knowledge to a third party or commercialise it yourself. The emphasis is on advancing the knowledge, from TRL/SRL 4 to 5, not on continuing the research.

Amount	Grant of maximum €200,000 including VAT per proposal. Duration at most 18 months. €1,270,000 was available for the 2026 round.
Who it is for	Professors, assistant and associate professors and researchers in a comparable position, with a permanent or tenure-track position at a Dutch university, university of applied sciences, university medical centre, KNAW or NWO institute, or one of the other listed institutions.
Company needed	No. In fact, if there is already an innovative academic start-up, you belong at Take-off, not here.
Apply via	ISAAC. Available budget modules include postdoc, non-scientific staff, replacement, materials, knowledge utilisation and patent costs.
When	One round per year, with a closing date usually in mid-March.

Conditions

• Permanent or tenure-track position at one of the listed knowledge institutions. PhD candidates and postdocs without such a position cannot apply themselves.
• The idea is at TRL 4 and SRL 4, and the project advances it to level 5.
• Maximum €200,000 including VAT, duration at most 18 months.
• The project delivers a demonstration model at Minimal Viable Product level, aimed at transfer to a third party or your own commercialisation.
• Assessed on foundation and innovation, societal impact, and project approach and project team, each weighted equally.
• The eleven highest-ranked applicants are invited to present their proposal.
• Not meant for innovative start-ups. Take-off applies for those.

TTT cross-over voucher (AI, GreenTech, DeepTech, MedTech)€20,000 to €25,000 per ticket · researchers with valorisable knowledge

The Thematic Technology Transfer programmes (public-private, supported by RVO) give researchers a cross-over voucher to move their research towards a spin-off, plus coaching. The current themes are TTT AI Rise, TTT GreenTech, TTT DeepTech and TTT MedTech, successors to the previous TTT AI, Circular Technology and Smart Industry.

Amount	Vouchers of around €20,000 to €25,000 per ticket, two tickets in the academic phase. Exact amounts differ per theme and programme.
Who it is for	Researchers and students with potentially valorisable knowledge from a Dutch knowledge institution.
Company needed	No. Specifically meant for before the spin-off is founded (pillar 1).
Apply via	Your own Knowledge Transfer Office or tech-transfer.nl, or ttt-ai.nl specifically for the AI theme.
When	Rolling, and it varies per programme. There is no fixed tender deadline like at NWO.

Conditions

• Researcher or student with potentially valorisable knowledge from a Dutch knowledge institution.
• Theme matches one of the current TTT programmes: AI Rise, GreenTech, DeepTech or MedTech.
• Application runs through the knowledge institution’s own Knowledge Transfer Office, not through one central open desk.
• The voucher (pillar 1) is meant for the phase before the spin-off is actually founded.
• After founding, additional risk financing is possible via pillar 2, from a TTT fund of independent investors.
• Exact voucher amounts and additional conditions differ per theme, so check with your own KTO.

MIT Feasibility Projects (Gelderland and Overijssel)€20,000 · SMEs · annual round that usually fills up on opening day

Grant to investigate whether an innovative idea is technically and economically feasible, for example through a literature review, patent research or market research. A popular scheme: the budget is usually already oversubscribed on opening day itself, after which allocation follows via a notarial draw.

Amount	Grant of €20,000 per project, at most 35% of eligible costs.
Who it is for	SMEs (with or without legal personality) in Gelderland or Overijssel. The project must align with a Knowledge and Innovation Agenda (KIA).
Company needed	Yes, this is explicitly an SME scheme.
Apply via	The province (Gelderland or Overijssel), with a mandatory model project plan.
When	Annual round that opens in early April.

Conditions

• Applicant is an SME (with or without legal personality), based in Gelderland or Overijssel.
• Project aligns with at least one of the Knowledge and Innovation Agendas (KIAs).
• Assessed on order of arrival. If the budget is exceeded, a notarial draw determines the order.
• Grant is a fixed amount of €20,000, maximum 35% of eligible costs.
• The application must include the mandatory model project plan. Only applications with this model are processed.
• The project has not started yet at the time of submission and is carried out individually, not as a collaborative project.

3. Startup funding and market fit

Bigger amounts, but of a different nature: this is not a gift. It is a loan you pay back, or an investment where the other party takes a stake in your company. Most of these options require a company that is established, or nearly so, and a solid business plan.

Startupfonds Gelderland€30,000 to €100,000 · subordinated loan, not a grant · pre-seed stage

A loan, not a gift, for startups in the pre-seed stage that contribute to Gelderland themes: climate adaptation, energy transition, circular economy, agrifood and healthcare. It is linked to guidance via Orion, StartLife or Briskr.

Amount	€30,000 to €100,000, 3% interest, 24-month repayment-free period, term of at most 6 years.
Who it is for	Innovative entrepreneurs in the pre-seed stage, focused on sustainability, food security, health, circularity or digitalisation.
Company needed	Not explicitly stated on the site, but it is a loan to startups, and a loan with a company as borrower usually does require a legal entity.
Apply via	Your coach at The Launch, once you have completed the Venture Track.
When	Ongoing.

Conditions

• The startup is in the pre-seed stage.
• The project matches at least one Gelderland ambition: climate adaptation, energy transition, circular economy, greenhouse gas reduction in agrifood, healthcare innovation or sustainability.
• The application does not run directly through Oost NL, but via one of the three support programmes (StartLife, Briskr or Orion), depending on the sector.
• Loan between €30,000 and €100,000, at 3% interest, with a 24-month repayment-free period and a term of at most 6 years.

A loan for the initial validation of an innovative idea, for when you have already found an investor who thinks it is still too early to invest themselves.

Conditions

• Innovative: developing the innovation is not straightforward and carries technical feasibility risks.
• Early stage: the idea is validated as proof of principle, and the loan takes you to proof of concept.
• An investor is willing to invest once the concept has been validated.
• The company is not older than 5 years.

Achmea Impact Ventures€50,000 to €550,000 · investment, not a grant · idea stage through scale-up

A venture studio and accelerator run by Achmea, focused on impact in health, work, finance and sustainability. For the idea stage (Venture Studio) there is nine months of hands-on guidance, funded in three rounds, with a founder fee of up to €50 per hour that is deducted from the funding.

Amount	Idea or pre-revenue: €50,000 to €550,000 in three rounds, nine-month track. Startup stage (more than €50k ARR): €100,000 to €250,000 per investment cycle.
Who it is for	Founders with an idea or startup in health, work, income (finance) or sustainability.
Company needed	No for the idea stage, yes for the startup stage, where you need revenue of more than €50k ARR.

• The idea or startup fits one of the four focus domains: health, work, finance (income) or sustainability.
• Idea stage (Venture Studio): pre-revenue, funding in three rounds totalling €50,000 to €550,000, nine-month track.
• Startup stage (Accelerator): already at least €50,000 ARR, funding of €100,000 to €250,000 per investment cycle.
• Founder fee during the idea stage of up to €50 per hour, deducted from the funding.
• This is an investment, so Achmea takes a stake in the company. It is not a gift or a grant.

A Belgian accelerator programme run by imec, for tech startups with a software or hardware product, deeptech or shallowtech. Besides money you get twelve months of coaching and access to more than a hundred experts and an investor network.

Amount	€100,000: €50,000 for 6% equity plus €50,000 as a convertible loan, with the option of up to €150,000 extra investment (total max. €250,000).
Who it is for	Tech startups, software or hardware, deeptech or shallowtech.
Company needed	Yes. It is an equity investment, so an established company, or one about to be, is needed.

When	Three rounds per year, usually in spring, summer and autumn.

Conditions

• Tech startup with a software or hardware product (deeptech or shallowtech).
• A minimum of two founders within the company.
• Entry via an open call, three times a year.
• Funding consists of €50,000 for 6% equity plus €50,000 as a convertible loan, with up to €150,000 extra investment possible (total max. €250,000).
• Besides funding: twelve months of personal coaching and access to a network of more than 100 experts and investors.

4. Growth and further development

For these schemes you need a company. Good to keep in mind for once you are up and running with one of the earlier options.

De Groeiversneller (Oost NL)innovation voucher max. €10,000 · Gelderland-based SMEs

A support programme for Gelderland-based SMEs looking to grow. After a growth plan and a conversation, you can apply for an innovation voucher to buy in external expertise. It covers 50% of the costs, up to €10,000.

Amount	Max. €10,000 excluding VAT, covering 50% of external advisory costs. You pay the other half yourself.
Who it is for	Gelderland-based SMEs with growth potential that contribute to societal challenges.
Company needed	Yes. SME status is a hard requirement and an SME entrepreneur test is mandatory.
Apply via	An online quickscan and growth plan via the Oost NL portal.
When	Ongoing.

Conditions

• The company falls within the SME definition, and an SME entrepreneur test is mandatory.
• The company is based in the province of Gelderland.
• The growth plan demonstrably contributes to a societal challenge.
• The company has growth potential in terms of revenue and employment, through innovation or internationalisation.
• The process runs in steps: first an online quickscan and growth plan, then a personal conversation, and only then the application for the innovation voucher.
• The voucher covers 50% of external advisory costs up to €10,000 excluding VAT. Reimbursement is paid afterwards and only applies to external advisory costs, not to regular work.

WBSO (RVO)tax credit on R&D wage costs · SMEs doing research and development

A tax credit for research and development: a reduction on payroll tax for R&D work. You do not have to pay this back.

Amount	Tax credit on employee costs for R&D work.
Who it is for	SMEs doing research and development.
Company needed	Yes, including personnel. That can also be you as a founder.
Apply via	The RVO website.

Conditions

• Development or research activities are carried out by your own employees. Founders count as employees if they do development or research work.
• Development project: the development of technically new physical products, physical production processes or software, or parts thereof.
• Technical-scientific research: explanatory research of a technical nature.
